Unable to sync new emails using Outlook 2010 from hotmail account anymore. It says that hotmail user has maxed out their sync relationship is there a way that sync quota can be increased or subscribed to let it work again?

My credit card company changed the number on my Visa, the renewal was rejected due to the fact that my account still had the old number, and though I've added two new credit card numbers on the payment page, Microsoft keeps sending me notices on the charge that failed on the old credit card. And, to make matters worse, there's no email or phone number for contact for help. Apparently there is no online help or other help for Windows LIVE Hotmail. I'm beginning to think that I should find an email provider that has actual customer support.
1) I know there are hotmail plus before which could provide better service for email account.
Because of previous experience, I found it difficult to reactivate my email account after blocked. Now I would like to upgrade my hotmail account to a better one by paying a certain amount of fee in return for services. I don't want to be blocked or even cancelled for one more time.
Please advise if any products or services that could be provided by Microsoft.
2) Moreover, recently, I send an email to overseas with invalid/no longer used email address which send me back *** Email address is removed for privacy *** email. May I know I will be blocked again more easily as I was blocked before. I am afraid my account was even cancelled.

My badd!:(( I thought Microsoft & FF 4.0 were to blame. When I went into control panel to customize font Tahoma 16, my email content was distorted; went changed from Tahoma to Times Roman; the color lilac changed to black:( became lilac became black:(
How can I return to default Times Roman 10; hence, manually change as I desire before typing my mail.
