Question about Outlook Express

I received an e mail from windows live to confirm my windows live and hotmail account.  I have had this account for 3 years, and recently I received a note from hotmail saying that someone reported spam? - I answered the questions, and yesterday received a note saying I didn't respond and to enter my password.... is this a authorized e mail I am getting?  Does this have anything with an ongoing issue that I am trying to deal with hotmail help with?
