My email account was deactivated, and I can't reactivate it through the recover your Microsoft account page since I didn't send email through this account and I can't provide sufficient information to get verified! What should I do to get this account

When i tried to deactivate my hotmail account the page loads "
To close your Outlook account, you must first cancel your billing service. Go to Microsoft Account and Billing Services at https://billing.microsoft.com."
i dont have any paid services i cant find any info on how to cancel billing service. need brief explanation to close my account and services.

I did that and now after submitting a link and waiting patiently for several hours I got an email with a link to view my response but for some reason after opening the link I get the error saying "m**********@live.com
is not allowed to view this incident" Someone please help and please stop sending me in circles.. I need help urgently for such a simple request please!!

Is it possible to change my Microsoft account from Business to Personal? Maybe it's one of the reasons I cannot buy an 20 GB storage, but is offers 50 or 100 GB only. Also, because I am using Office 365 trial version, it will not add additional storage,

2. I have office 365 subscription. Does it permit me to download WORD, EXCEL, POWERPOINT programs so that I can wok on my laptop without the internet or it only permits me to use on browser ?
