Question about Outlook Express

I have too much of my life in my Hotmail account to lose. Can I back up my folders and saved information?

I receive another email asking me to click on a link to confirm my Hotmail account.  Previously I was getting these asking me for my password and other personal information. I never responded.

I now received a message with an https address that they are asking me to click on to confirm my account. Are any of these legitimate? 

If this is not legitimate, why is it the Hotmail management does not find a way to block these?  Why is it that I never see any warnings about these emails when I log in?

Sometimes I get a number of these each day.

Is there anyone live out there that i can talk to ?  I need to find out how to fix the problem i have when i try to transfer my e-mails to the folder that i have created to put the e-mail that it should go to. the column with the folders in it always returns to the start when i try to transfer the e-mail.
