I cannot open attachments in emails I receive. A paperclip displays but when I hover over it, it disappears. I have checked spam and it is not listed. How do I open attachments?

Have not been able to open any attachments in outlook.com for two days. Cannot open using Firefox or IE9. Have Windows XP.

My browser has suddenly started changing to https://dub126.mail.live.com when I sign in to my Hotmail account on any device - Macbook/MBAir/ ipad/iphone and I cannot open attachments. I get a message that Safari cannot verify the identity of the website
"dub126.afx.ms" or it simply does not open. I have tried in Firefox and the same happens. I can forward my emails to someone else and they can open the attachments on the same device so it is my email account that appears to have the problem not the device.
HELP PLEASE.

All of a sudden I am no longer able to open attachments received by email even though I know that there is no security issue. When I click on "show blocked content" on pop up the attachment still does not download. I can only read the message but not open the attachment. I also tried downloading the attachment from a different PC but still it does not open
I am only being provided with a View Online option which has a lot of limitations for me.
Is there a seting configuration?
