Cannot Close Hotmail /MSN account

Hi,

When I attempt to close my Hotmail/msn.com email account, the system gives me the following message:

To close your Outlook account, you must first cancel your billing service. Go to Microsoft Account and Billing Services at https://billing.microsoft.com.

This service was canceled in 2007 and the page says CANCELED. How can I cancel something that is already been canceled?

I need to close that msn/Hotmail account immediately as all it does is send SPAM mail to contacts I had 8 years ago.

PLEASE HELP.

It looks like this is a common problem. Geoffrey A. was able to resolve for another person on here on July 4th - question title "can't close my Hotmail account"

I have tried repeatedly to close my Outlook account because it was hacked. When I go here: Deactivate your Outlook account I keep getting the messages that: To close your Outlook account, you must first cancel your billing service. Go to Microsoft Account and Billing Services at https://billing.microsoft.com. I know I have NO billing services at all. But it makes me go to https://billing.microsoft.com and when I get there I get this display page: No billing information available We couldn't find billing information associated with this account. I do not know who to contact to get this cleared up. I desperately need to close my account.

I have tried repeatedly to close my Outlook account. i cant find any info on how to cancel billing service. need brief explanation to close my account and services.

I'm trying to deactivate/close my Outlook.com account. I've canceled my ad-free subscription, but when I go to close the account option, I'm told to close my Microsoft Billing service.

I go to billing.microsoft.com (as told) but there is no such option to cancel the "billing service".

I'd like to close this account rather than let it expire. I appreciate any help in accomplishing this task.

The when go to that site, i cant do nothing there i get a code on my phone, entered and all i get from site is

No billing information available
