WLM how to set default to Rich text (html)

In Options>Mail>Send tab there is option to set the format of sent mail.

In my case the option HTML is selected, but in spite of that each new meesage opens in plain text format.

Is that a bug?

How to fix it?

I am new for mac outlook 2011. In Windows version of outlook, I can set reading all mail in plain text. I just wondering that can I do the same thing in

 

mac outlook 2011.
