How can I determine if my PC has been hacked?

What do I do next?

I received 2 identical emails from Outlook team (*** Email address is removed for privacy ***) with the topic "Update your account to receive pending messages).

The message that follows is this:
Your account has been temporarily blocked
 
 
Someone may have used your account to send out a lot of junk messages or done something else that violates the Microsoft services agreement.
What you need to do?
Click Continue below and reset your Outlook.com account.  Continue
 
I can still log on to my account, so I'm wondering if this is a scam. I haven't reset the account.

I received an email from outlook team on 8/6/13 11:59pm (*** Email address is removed for privacy ***)

Dear Subscriber,
1. Your requested your email account to be deactivated and deleted from a location within this IP number: 201.130.47.33
2. Click on Secure youremail accountverify to cancel this request; else your email account will be deactivated and deleted within 24 hours.
3. Do not share your password with anyone for your security purpose.

I didn't send a request to have my email account deleted, I'm not sure what is going on here little skeptical about clicking on something I didnt request.  What should I do?
