Received an email saying I need to update my account to receive pending messages. Is it a scam?

I received 2 identical emails from Outlook team (*** Email address is removed for privacy ***) with the topic "Update your account to receive pending messages).

The message that follows is this:
Your account has been temporarily blocked
 
 
Someone may have used your account to send out a lot of junk messages or done something else that violates the Microsoft services agreement.
What you need to do?
Click Continue below and reset your Outlook.com account.  Continue. 
 
I can still log on to my account, so I'm wondering if this is a scam. I haven't reset the account.
