domain' and put in my password, but the app wont recognise it, it keeps saying connecting' then reverts back to log in page. please hlep

I have just purchased a new computer with Windows 8 and I hate the Outlook e-mail set up so I am using my Hotmail account to import my outlook e-mails. However they are really slow in being received into Hotmail. When I check the Outlook, there are the
messages but then if I go into Hotmail (which I much prefer to use) they aren't there for quite some time. This applies when I have purchased something online or other e-mails which normally would be almost instant.

So the other day I tried to send an email to a friend (who uses Hotmail). The email bounced with:

Which seemed odd. I checked my server's mail logs and the amount of emails it has sent to Hotmail over the last 2 months could be counted on one hand. All of which I could personally identify. So I went to the listed site, filled out the (stupidly long)
delisting form.
A few minutes later I received this:
"We have completed reviewing the IP(s) you submitted. The following table contains the results of our investigation.
Not qualified for mitigation
144.76.45.203
Our investigation has determined that the above IP(s) do not qualify for mitigation.
Please ensure your emails comply with the Outlook.com policies, practices and guidelines found here: http://mail.live.com/mail/policies.aspx.

Seriously? They don't tell you why it was listed in the first place, don't tell you why you're still listed and then refuse to delist you. Has anyone else had to deal with this stupidity before and does anyone have any recommendations?
This needs to be resolved but I'm hitting an invisible wall here with no information what-so-ever to go on and I see no way of following this up with Microsoft.
I access my work email account using webmail but now when I sign in I get a lot of code and cannot access my account. It may be a coincidence, but it started when my Hotmail changed to outlook.

I can access using the Lite version but it is very restrictive, any help or has anyone else had the same problem?
since Hotmail switched to Outlook there is no "Forward" selection for sending messages to others.
I have been getting this message on the screen when I open the Hotmail log-in box, It doesn't actually stop me logging in. Before you start asking me to check things on my computer the same thing happens on my wife's laptop where she has a Hotmail account
in her own name. I have posted this before but it has gone quiet, I have taken a screen dump but when I tried before it wouldn.t load into your reply box.

I have a very big problem with my Hotmail account, it firstly got hacked and has been sending out spam emails to people, i know this as my friends have told me, i tired to sign into the account and the password had been changed, i tried to enter it a few times which got the account blocked.
I have had this email address for such a long time i do not remember any of the information, such as the secret question, or any other information i may have wrote, so when i am trying to confirm the account is mine i cannot as i do not know the details.
Also the other email address i wrote down when i opened the account is a really really old one that i have not accessed for years, so Hotmail is saying it will send my reset password to this account, which i do not have access to.
I put in my boyfriends email as an alternative for a reset password to be sent to him when this all first happened, but because i do not remember the secret question or any of the information i wrote when opening the account, it will not send a password to him.
I am very stuck and frustrated, this account is one i have used for many years and i have a lot of important things linked to this account and important emails in it, it is the email address i have given out for anything that has ever been important in my life! So i really need to gain access! i have been blocked from it for nearly 3 weeks now and i don't know what to do
Anyone have any ideas?
