Unable to pay with credit card in Outlook.com

I am trying to pay by credit card and to verify that I'm an adult for a child phone. I get this message. This is with IE 10 Windows 7. I've cleared cache already. Tried Chrome. Been having this problem all weekend!

Daughter can’t remember Xbox Live password

My daughter cannot remember her Xbox Live password. She is a member of our Family Plan for Xbox Live! Gold.
The email account I set up for her is used only for the Live account. I'm sure it has the same password so that's a dead end, too.

I tried the password reset but I was told I did not have enough information, twice.

Can anyone help?

There is a small window that has appeared in the corner of my screen saying "software download complete" with two choices: "install now" or "Install later". I can't close it, and I don't remember downloading anything. I tried restoring the computer to a prior restore point, but it is still there. Is it a virus?

I am using windows 7 and Microsoft security essentials. Nothing has shown up currently in any virus scan, but it did catch a trojan virus awhile ago. It said it stopped it.
