hello someones tried to hack my hotmail account, tried to say i owe them money, when ive not done a thing, hmm where did someone in australia get my email address from?

I need to retrieve a hard deleted email from May to try and claim some money back for an online order I made for which the company has now gone bust
My account was hijacked and emails sent to my address book asking for money. Changed my password however, I cannot receive or send emails. Also, when I click on Hotmail button it is in arabic, I believe. Help!!!
Can't get to place to change my billing information. The Code thing does not work. Do you want your damn money or not????????
I tried to install Hotmail Plus, but couldn't, so I was charged anyway. Appalling.
I have recovered my hacked account but it is all in arabic. How do I get my email and contacts back in English? All of my contacts received a letter asking for money also.
