Why i dont receive notification when a new friend ask me friendship?

MSN: contacts on my list offline all the time,i don’t see friendship requests i receive

MSN PROBLEM: i don't see friendship requests i receive, and when i add somebody then i see that person offline all the time, although I KNOW he/she's online (told me that on fb etc.) and they also see me offline all the time...=we can't talk.. why? what's happening?
