How to create custom Dropdown Button in Outlook Mac Compose Mail screen?

Hi,

   Please do help me on How to do the mentioned below queries,

  1. Is there any possibility to create a custom Dropdown Button in Compose Mail form of Outlook Mac 2011?. I came to know that Outlook Mac doesn't support ad-ins, also provide support of AppleScript to add functionality but I am not sure on How to customize the form.
  
  2.How to import/load .cfg file in outlook Mac?
