I'm hoping I've come to the right place to get a solution for a problem that's been recently discovered:

Scenario:

Lets assume the internet connection between Sender and Recipient is working normally. The Sender, using outgoing server mail.telecombusinesshub.co.nz sends an email to *** Email address is removed for privacy ***. This is the first contact between the two parties.

Outcome:

The email, sent from *** Email address is removed for privacy *** (using server mail.telecombusinesshub.co.nz) does not arrive in the mailbox of *** Email address is removed for privacy ***. There is no bounceback message. No error displayed from the Sender's PC or the Recipient's PC. However, if the Hotmail user adds the Sender (our TBH friend) to his or her contact list, from that point onward, emails will flow normally.

Query:

Who can I contact to report a potential fault between the Telecom Business Hub NZ and Hotmail and get this looked at?
