Why am I receiving late-night “Pending action” emails from Family Safety, requesting access for my child’s account to a website, game or app, at a time when I know my child is sleeping?

Hi, I haven't been able to receive emails from anyone apart from Microsoft since I set up my new account. Lots of people seem to have had a similar problem, but none of the solutions have worked for me so far. Very frustrating.
Also, If possible, I would like to retrieve any emails that have been sent to me in this time.

I have and use Outlook Express for my email , as I pay for a email address through a local provider. It was working right, but today, I accidentally instead of clicking send and receive, I clocked where it said Go off Line. I Do NOT Know, how to make Outlook
Express, go back online now. I have clicked on where it now says "Go On Line" but that does nothing, I can no longer send or receive any emails.
Can anybody tell me how to get it to say Go Off Line , as when it says that, I can send and receive emails.
Staples wants $50.00 just to fix this and I know its a minor , quick fix.

Dear Community,
I faced a weird "issue". It turned out that I can use my Skype and Facebbok account to chat with people through Skydrive.com, but if I open the Outlook.com website, I cannot use the chat there...
It happens also if I use the same browser window, and also happens if I am using them separately. Also, it turned out that the messaging is not working (or rarely works) on my WP8 handset. I can only see the same conversations on my phone as it is on outlook.com.
However I can see it on skyrdive.com...
Did anyone face a similar issue yet?
