Question about Outlook Express

Noticed something odd yesterday while trying to download a file from Skydrive: I could not download the file I wanted to edit and I noticed Skydrive (the App for Win RT) said it was downloading some 14,000 plus files to my Surface RT!!! This is ridiculous...I have those files there for backup & use, but not to be stored on my Surface's small hard disk!!!

I have told the app that I want all folders to remain in the cloud, not offline...but still it continues to download them :(

I have tried rebooting to see if this would alter my fate, but to no avail...

My hard drive failed. I purchased a new one but when it came time to log in my son had forgot the e-mail and password. We do have a valid and up todate account how do we get back online?

As of 2 days ago I am missing several contacts on my mobile device and they are not synchronizing.  The contacts are still in my outlook.com account and I can access them online as well as on my Windows 8 laptop/tablet device.  The information is also synchronized in my Outlook365 account.  I have soft reset, manually synced and tried everything short of a hard reset which should not be necessary from the threads I have been reading.  Again this started 2 days ago and worked perfectly fine in the 2 months I have had the phone.  Please provide a solution asap as it is certainly a server side error.
