but the Subject in Hebrew arrives unreadable

Okay,
I have tried everything I can think of, but I'm still having trouble opening e-mails because Outlook.com is blocking some of the content. I am uploading pictures to explain.
Now, I have forwarded this message to another e-mail, and I get a different response (on the same computer).
I don't understand why I can open it up, which I have the option to in one e-mail, but not the other! How can I fix this? Please help!

I get the following error when I try to synchronize Outlook 2010 with my live.com email account:

My safe senders shows as the same in Outlook 2010 and on outlook.com, and my blocked senders list is empty. I've tried clearing the safe senders list both on outlook.com and in Outlook 2010, and they sync, but the error is still reported. Interestingly, I have two PCs running Outlook 2010 that synchronize with this email account, but only one of them sees this error. I've tried deleting my OST file and resynchronizing from scratch, but the error returns after a couple of syncs. I am running Microsoft® Outlook® Hotmail® Connector 32-bit ( 14.0.6123.5001 )
Is there something that needs to be done on the server to fix this problem? Or is there some additional state on the client that I can reset?
Looking through the forum I found a lot of posts with a request to enable a reset password option for the administrator to reset the password of a user. It seems like this option has to be enabled by one of the mods. So someone please enable that option
for me.

I have tried to do the recovery but it tells me my "The Microsoft account you've entered does not exist."
however when I try to sign up for a new account it tells me *** Email address is removed for privacy *** isn't available.
this account was working up till last night

To the technical staff of Outlook,
I lost all my old emails after the transition from Hotmail to Outlook late last year. This included university/research correspondents, business/tax correspondent and personal emails!
I didn't select to change to Outlook but in the process all my emails disappeared without my permission and where not deleted by myself.
I have maintained the same username for my account which I have used continuously for about 12 years!
My emails had been saved into separate folders, other than Inbox which I had created categorically to save the information for future referral.
These folders along with all older emails disappeared after the changeover to Outlook and I now need to access the emails as I have no backup of them!
May you please find a backup of these records before the changeover occurred and inform me of their existence and how I may retrieve them?
*(I have previously restored my deleted emails but of course they were not recovered via that process.
I have checked all folders in my Outlook account and as you can see there are no emails in any of the folders from before the changeover period)

I am unable to access my other hotmail account , I have completed the questionnaire but thelimk that I am sent keeps saying there is a temporary problem and to try later , this was two days ago.
I have now been told my account has been hacked .
I have tried all the suggestions on the forum and contact
ed the uk telephone number who despite numerous promises of call backs no one has contacted me .
My email address contains personal information and need access to this .
