Question about Outlook Express

I have installed publisher but when I try to orun it it says that something went wrong that my product is busy with another task.  I have restarted my computer and get the same message.  What do I need to do to open publisher?

I cannot send email to a group, The email just  goes to the outbox

I submitted a question recently because I'd received an email which purported to be from my own email address, but which I didn't send. I had an email response from someone at microsoft with a link to click to access the response, but when I click on this link I am told I'm not allowed to view the incident. I have googled this link and understand it's a link to a facebook page - I don't have facebook and I don't want it. And I can't find the question in the list of questions I've posted on various topics. Any idea what has happened? And how to proceed now? I have since found responses to similar questions and have followed the advice of changing my password for the account in question.

Only some of the files have been downloaded.  Other files continue to have the sync arrow.  Cannot move change or delete files.  I get error messages that the some file names are too long which I don't believe they are too long.  Skydrive continually disconnects.
