I need password reset option enabled for my custom domain emails on the Windows Live Admin center

You've reached the daily limit for creating Microsoft accounts. Please wait a day and try to sign up again or contact support for assistance."
I am trying to set up a SkyDrive account and keep getting the above error message. Can anyone please help.
I just logged in for the first time in months and all my emails are removed?
Not being able to delete an account appears to be a very common problem, is it due to malware or a Microsoft problem?
I have 2 children and for some puzzling reason, one of my child accounts is not showing in the list of family members in the FamilySafety dashboard. Both accounts were created by me on the same day following the same steps. I recall being prompted for
each account that this account needs parental permission before continuing. I went through the steps and afterwards was able to log in to each account.
These accounts are used by them with their XBox live accounts. Is there some way to re-associate the missing account as a family member or did something happen that this account is no longer considered a family member? Neither child is over 18.
Suggestions on where I can look to correct the issue? I would like to not recreate the account as I probably won't get the same email address again.

Have cancelled the automatic loading of SkyDrive when system start, and its Icon desapeared.
Now cannot find out how to start SkyDrive.
I am trying to complete age verification for my account to enable setup of of a child's account. I was charged 10 times to my credit card in duplicate, but my account is still unable to verify age with the message...
"We're unable to complete your request. Microsoft account is experiencing technical problems. Please try later"
This NEEDS to be resolved.
Here is the situation
my original hotmail address is *** Email address is removed for privacy ***, I have proven several times since June 24th 2013 that I am the account holder and everytime I attempt to reset the password I either get locked out of it or it is reset again before I can access the account. I have been informed that for at least the last 12 or more hours that it has been spamming my contact list and the server, and that my other personal information that is held in this account through bills ect is at risk as is my identity for being stolen
I have contacted multiple agents and have been pointed here to post my issue and seek resolution. I have created a temporary email as per instruction.
I am highly concerned about my personal information being used to steal my identity and am hoping for swift resolution.

At this point I fear that the only solution may be to have it shut down, but I am hoping we can avoid that as I have been using it for ten years and all my bills ect are sent to it.
I haven't been able to access my email for several hours now on my phone or my computer. I keep getting the following message after logging on: 'sorry, there seems to be a problem with outlook right now'. My email on my phone was last updates 6/7 hrs ago.
Are others getting this problem and is there anything I can do?
