When I log on I receive a message "Windows Live Messenger has encountered a proplem and needs to close. We are sorry for any inconvenience". What can I do?

I had all windows live which includes messenger ,one day it just disapeared,I tried to download it again and it says I already have the lastest messenger installed,if so, I cannot find it.I click on start menu and type windows messenger but it does not

I keep getting the Error Code 800488eb in Windows Live Messenger.
I was hoping to use this in my dept at work to keep emails managable but I can't find the chat function.
Is something wrong or is there a way to change this ?
