iPhone 5 suddenly cannot send mail

This afternoon I tried to send out an email on my iPhone 5 and I get  "Cannot Send Mail An error occurred while delivering this message." I tried deleting the account and adding it again and I get the same message.  I can send e-mail from my PC.  I am receiving e-mails.  The settings are automatic as I choose the hotmail option on my iPhone when setting up the account.  Please advise.

I have had my Hotmail account set up on my iphone for a while and suddenly tonight I cannot send emails from my phone.  When I try I receive a message that says "Cannot Send Mail, An error occurred while delivering this message."  I have tried, restarting my phone, deleting the Hotmail account off of my phone and adding it back (with restart again) to no success.  I have a separate email account on my phone and can send and receive emails just fine from it.  I logged into my Hotmail account from my laptop and was able to use it without any difficulty.  Any suggestions would be greatly appreciated.

I am trying to help my wife with her Charter e-mail account that she has been accessing through Windows Live Mail. She recently changed her password and now gets the following error message:

 

Unable to send or receive messages for the Charter (vab3) account. An incorrect password was entered. The next time you send or receive messages, you'll be asked to enter your user name and password for this account.

Server Error: 0x800CCC90
Server Response: -ERR [IN-USE] account is locked by another session or for maintenance, try again.

Suddenly can’t send email on my iPad

Hi, just to start with, I have read all the other posts and they haven't helped! 
Although it was working this morning, I can suddenly no longer send emails from my hotmail account on my ipad. I can still send emails from my gmail account on the same device, I can also receive emails no worries. Also if I log onto hotmail on my iPad I can send emails fine! Confused! 
I have deleted and readded the account a few times and nothing, I have also reset my iPad with no joy. I can't see any option for outgoing mail password on my account settings that some of the other posts have mentioned. Bit stuck now!

Keep getting Cannot Send Mail message.  I have tried all of the suggested solutions, uninstall/reinstall, changed sync to 3 days, deleted trash, etc...  Please help!!!!
