manage contacts in outlook

I think this is a dumb question, but can't figure out how to manage (edit or delete)contacts in my 2010 or 2013 outlook program. I really need to update my address book, but when I actually go into edit contacts and delete people, it does not seems to save. What am I doing wrong?

Change country location

I have just become an outlook.com user but I am unable to upgrade as the country is showing states and i'm in UK. When I try to upgrade it won't accept my payment details due to the country being incorrect.
My profile shows the correct country. Can anyone help

Display problems in Outlook.com

Would anyone kindly advise how to solve the problem in accessing hotmail account? In the picture below, one notices that the marked message seems alterated, i.e., there are some letters on top of it. Plus, I can't seem to have access to the content of the message. Thanks Rene

when i go to sign to my account it tells me the server is not there  are you doing maintenance on the server

I have just recently received the following message multiple times when sending to an e-mail address that I have used often.  Any idea what the problem is and how I can resolve it?

every time I go to attach a file, whether a document or picture, the page keeps finding a problem and has to close down. anyone else having this problem?

Not able to open up me E-mails

I am able to  open up my E-mails. Once I log into my account and I try to open an E-mail  I am not able to. At the left hand corner of the comptuter screen I get an error message. " Done but with error message on page"  I am not able to open up any of me E-mails from my lap top. Also at the top I see these white dots going across the screen.

Messages in Junk

Hello,

I keep on  receiving messages which are sent to my junk folder. I do block the messages and I have unsubscribed from their mailing list but I continue to receive them.
Why do I keep on getting the messages and can microsoft help me to stop the completly?
