It is clear that the WIndows Live Mail featurePhoto Album is toast.   The thread goes back to 2015 and the best I can asertain is you have to use One Drive to accomplish sending/sharing many large files beyond the attachment method.   It appears there is a form a separation between WLM folks and One Drive at Microsoft.   Forward compatability is now or has been over and possibly backwards too.    In reality going to ONE DRIVE to send pics and videos is not all that difficult but in the world of convience it is.  With most users on the Mac side of the equation, this becomes a problem.   (Try sending a program you did on Powerpoint to an iPhone user)  In my jobs I had to use Unix, Linex, and Microsoft systems over the years.  Microsoft being the business standard for so long it was the goto and only OS we had to keep thousands compatable with each other.  Sure Macs were excellent machines, but not always compatable.   Now this push for 365 and subscription tyoe software is likely the culprit for losing useful tools we once enjoyed.   I think most of us are just users of "tools" and not savvy or interested in the specifics of one over the other.  Hey a computer is nothing more than a hammer and if it pounds the nail in, jobs done.   Having a hammer that only drives specific nails is useless in my opinion.  We have endured a plethora of Microsoft OS upgrades and their inevitable problems.  Still a lot of consumers still using XP despite the risks because to go to 7 meant a huge loss of current programs theybought in abundle and going to the new OS usually destroyed them on a given hard drive.  Maintaining external storage devices and such is not a common practice to regular home users.   Likely why so many people dumped MS and went to a MAc.   Many advanced users went to Linex and dealt with the shortage of software programs.  I guess Photo Album just wasn't important or else it was migrated out of WLM to drive customers into the 365 costs.
