I have the same issue. Windows Live Mail 2012 on Windows 7 Home Premium SP1 (64-bit), I have installed Outlook 2016 (32-bit) and have logged into my Outlook account fine. But when I try to export my old emails stored in local folders (where the mails are in .eml format) I choose Export to Exchange, then to Outlook, it looks like it runs through, even showing the count of messages as it progresses. But at the end the folders land up in Outlook, empty. I had a Microsoft analyst log in for a remote session and he couldn't make any progress either.

Are there no Microsoft guru's out there who have figured out a fix or a workaround for this?
