Effects for orange filter, yellow filter, and red filter do not work in Photo Gallery

In Photo Gallery, under Edit --> Effects,  the orange filter, yellow filter, and red filter do not work.  Each feature changes the photo black & white with varying grey highlights.

The black and white, sepia tone, and cyan tone work appropriately.

I'm using Windows Photo Gallery 2012, Build 16.4.3508.205 on Windows 8 64-bit OS.

How can I fix this?
