I have downloaded windows live mail 2012 and everything is working fine - except- Am receiving e-mails but not their attachments. Could anyone help?

I can't locate a Folder I created in windows live mail. I used to view this on my A. phone and Tablet, however the folder disappeared for no apparent reason. Any idea how I can recover the folder with all its information and also what do I have to do to secure it from loosing it again.
I already checked the c-drive with all files made visible in the windows live mail folder.
The folder can't be seen, either on my phone, tablet, or on the providers webmail access.

Windows live mail will not operate properly. When starting there are error messages assertion failed, also Netframework errors 0xC00CE556, and uninstaller.browser stopped working error. This happened at startup when the previous day there had been no problems or configuration changes. I have run repair on both windows live mail 2012 and net framework. As of now I can receive mail but can not forward, send or reply to mail.

Reinstalled Windows 7 and Windows Live Mail 2011 three weeks ago at which time I imported my contacts which I had exported before the reinstallation.
Since the reinstallation I have been able to receive and send to the contacts I had before the changes but whilst I am receiving emails from new contacts I can no longer either send or reply to these new contacts. At the moment I am getting round the problem by sending and replying to new contacts by using an alternate mail service I have. How do I overcome this problem?
I just recently Reinstalled Windows 7 on my Laptop, and reinstalled Windows Essentials. Upon getting all my saved emails back in their places, I went to refresh and get any incoming emails. It looked to have processed it, but no email came in. I checked
my online Comcast account. There were new emails there, but my Live Mail account did not receive them. I looked under Accounts/Properties and this is what I saw. Is there anything in there that needs changing as to why I'm not getting email? Or anywhere else
