I cannot receive a verification notice from Facetime to activate Facetime on my IPad. I am using the correct address and password. What is blocking it?

I have been on the phone with Apple and they cannot figure out why I cannot receive a verification notice for Facetime on my hotmail account.  They
suggested I write you to see if there is something blocking the notification.
