Some of email messages have field From enclosed in quotation marks.

 Some of them are duplicates, some of them appear normal (no quotation marks) one day but the next day the same message will be enclosed in quotation marks.
What is the purpose of those marks? What are the rules creating them in the first place?

It is WLM verson independent. I am using WLM 2012 but the same problem was with the older WLM versions.

   Can anybody tell me WHY I get all these strange markings ( marked in RED) for hyphens, quotation marks, etc., on SOME parts of an e-mail I’m trying to print out, but NOT (marked in BLUE) in others ?
   These weird  a^C~ ‘s make the letter basically un-readable ! HOW do I get RID of the RED marked a^C~ ‘s ?

Why can't I make a printed copy of a windows live mail email without all the apostrophes and quotation marks being changed into funny looking characters I never typed in the original email.  I have a new Dell XPS 8700, with windows 7 and windows live mail. Thanks for any help on this!

Figures replace apostrophe and quotation marks in outgoing and incoming message text. Tried changing coding but  did not help.
