Cannot add folders to Pictures Library with Photo Gallery

Photo Gallery has started acting strange. I cannot add folders to the Pictures Library using Photo Gallery "Include Folder". 

I have to use File Explorer to add a folder to the Pictures Library.  This just started happening.
