Question about Outlook Express

About 25 8 2013 I deled by mistake my Microsoft Account *** Email address is removed for privacy ***.

With this account I register my new computer. Please let me know the way to get it back.

After I make a new Microsoft account *** Email address is removed for privacy *** that I can delete later.

I DID refer immediately to the link, which sent me to another page. There were two links that seemed to apply to my issue, both of which yielded this:

That was yesterday, and I made this printscreen this morning. It was the same yesterday. The original thread was locked, so I could not reply or ask there, forcing me to create this new item.

And I am STILL left not knowing what is up with the security of my account.

Thanks, please help me get this resolved. I have seen no problem with my account on my end. Only that I got that weird "security code" message from outlook.
