Outlook mail Instant action Icons

The instant action  "delete" trash can icon on email header is not functioning when I click on it.  also, I cannot click down onto the next email in the list with the mouse.  I have to use the up/down keys on the keyboard.  This coincided with downloading Internet explorer 11.  Any and all advice/suggestions gratefully accepted!

Are their plans to add a new Outlook “Instant Action” to move messages directly to “Blocked Senders”

Are their plans to add a new Outlook "Instant Action" to move messages directly to "Blocked Senders" so we don't see the emails in are junk mail folder anymore. My filter is set to exclusive but I continue to get junk in my junk folder that is obviously junk and I want to block them completely however, the process is cumbersome to add the address manually to te "Blocked Senders" list and an automatic "Instant Action" would be optimal. Thank you
