No format tool bar in Reply, have to click on Message every time

Is there a way, while replying to an email in WLM, to move or have the formatting toolbar above the reply message? To format anything in my reply, I have to always click on Message to use that toolbar, and all I get is one chance to  make a single change, then the format toolbar goes away!
