In Windows Live Mail, weird codes when sending and replying emails (paragraph symbol, dots between all words and return arrrows at the end)

I cannot get my msn mail to load. Even with windows 7 it would just say loading then do nothing. in win8, i see an envelope and the little circle of dots but it won’t load

For a short time now, my msn mail would not load.  It would say loading, then do nothing. I had to open messenger, then go to my inbox.  Now with windows 8, i see an envelope and the little circle of dots just spinning and it still won't load.  Help!
