Windows Photo Gallery: Edit Photos?

How can edit photos, copy a specific part of a photo, delete part of a another photo, put in its place, the part of another photo one copied: 'cut (copy) & paste'?

Particularly in the case of 'letters' e/g.  name on a T shirt, as an alternate to using 'Paint' to edit the, a 'letter' on the T shirt: change a 'I' to an 'E'?
