I have no contacts in my Outlook.com Peoples section but duplicates of former contacts in the People App...?

I have unlinked my Skype and Microsoft accounts but it still shows that Skype is an account in the People App...?

Finally, I cannot import contacts into the People App...? I am coming from OS X, so I exported as Vcard, imported to Gmail, and exported as CSV so as to import to People App and it always gives me an error. This is very frustrating. Please help, thanks.
