I can’t update or add contacts. Hotmail won’t let me. What’s wrong and how can it be reinstated. It used to work just fine.

I tried to add a contact and edit a contact recently. Hotmail wouldn't let me do either! It used to be so easy to do these tasks. What's wrong NOW?
