You can change the time stamp on JPG photos using Microsoft Photos though it is a bit clumsy.

Open photo in Photos.

On right under the " . . . ", select File Info

On left of screen you will see date and time info.  Click on date/time in boxes and you will be able to scroll to the new time/date.  Change to what you want.

Click the check at bottom of that window after changing.

Here's the strange part. This will not be saved unless you then click on Edit & Create.

I open Edit.  At this point you can edit the photo then save it OR if you don't want to edit then hit Cancel.  The change will be saved.  The original photo date can be found using Explorer by going to Properties and then looking at Previous Versions.
