Upon accessing my account I cannot open e-mails or folders or create a new e-mail from my PC but can from other devices?

Can somone tell me how to block an email from a particular sender/email? It is not spam.

I've been moved from Hotmail to Outlook but it often disconnects me and then I can't write or send. It happens several times a day. I don't use Messenger. I have Win 7 64 bit and ie10.
Upgraded to outlook on android app now cannot access account am on htc , keep getting authentication failed at validating account stage
I have been trying to get my 2nd hotmail account back since 8/12. I keep getting blocked account and a response of "code of conduct" violation. I only use this account for family and friends. I have lost all my contacts and a folder I created when my Dad passed away. I am sick about this and I believe someone must have hacked it as I can't image what I would have done to violate the "code of conduct". There is no one to get info from to tell me what the violation is so I just don’t understand. My account is verified as I answered all the password, e-mail, subject questions. I don’t know what else to do… PLEASE HELP.
I added a Bank category for *** Email address is removed for privacy *** and was able to automatically have every email noted as a Bank for that back.
I also have emails from *** Email address is removed for privacy ***. I select one of the emails from *** Email address is removed for privacy ***. assign it to the Bank category and there doesnt seem to be any way to have all other emails from this bank catergorized as Bank.
Is there a way to do this?
