I can't seem to find a way to import contacts Windows live Mail to Outlook 365.

My SkyDrive is taking up close to 14GB of space on my hard drive, which is filling it up (I have a Surface Pro 64GB).
How can I make sure that these files are just being saved online, and not locally?
Why is the sign in page not in English when I try to go to www.hotmail.com? And I have to enter my user name and password twice each time before I can get in.

Today for no apparent reason hotmail via my email account on my ipad and imac is not recognising my password. I have tried changing it via the internet hotmail site and updating my passwords via settings on ipad and imac but to no avail.
Any ideas on why this has happened and what I should do to fix it?

outlook.com on windows 8 goes to a white screen. i need for the request for an email to go to outlook 2013 as outlook.com does not work properly. How do I get this window8 machine to work properly?
I save a doc to skydrive but it doesn't appear when I try to open it later.
I have an existing Hotmail account and can not get into it due the new transfer of outlook. time sensitive employment mail to fill out and return.
