Question about Outlook Express

My wife has a brand new Toshiba set up with Outlook for mail.  She is able to send/receive email fine, but the left side of the screen doesn't show either "Folders" or "New Folder".  Right clicking doesn't bring anything up related to folders, just some choices at the bottom of the screen.

Any ideas on how to get "Folders" & "New Folder" to show up on the left side of the screen?

I was typing in my new p/w when my grandkid typed in a number,and I don't know what it was. Can you help?
