No matter what I do the option to resize does not appear

Every time I open outlook I get a pop-up at the bottom of the screen, giving me the choice to either see the advantage of Outlook concerning mail etc. or close the pop-up. Since I already have Outlook, I don't need to know what Is shown on the page I;m redirected to.
How can I stop the appearing of that pop-up?
I can't view my emails. I can see who sent an email but when I click it the email will not open. Why?

This was my account but have not been able to access it because I have not been able to remember the password and security questions
I tried to sign in and was told the password was wrong, then went through the form submitting extra info and was emailed on my other address to be told that I did not provide enough information to access the account but the email account this reply referred
to was not the one I have, it was 'Koebenhavn' at outlook dot com, tried this twice and it is still calling my account a different email address, really strange, so no access- help!
When trying to add an alternate email address for my Microsoft account I keep on getting the following error message: "There's a temporary problem with the service. Please try again. If you continue to get this message, try again later."
