Question about Outlook Express

Hi

My hotmail account  *** Email address is removed for privacy *** has been hacked on 27 August2013 a day after I changed my password. The hacker has changed the password for hotmail and other linked gmail account and is misusing personal information. I had to create a new account to get some help on this platform. This is the first time ever my account has been hacked and that to both the linked accounts. Earlier I thought I may have forgotten the password and it has been blocked but when I received messages from friends and professional contacts that's when I realized it has been hacked.

I tried to retrieve by putting information like sent email title, email address or folder names but it said the information is not sufficient. I have tried this about 10 times. I created another Gmail account to get the link tor reset account but it was of no use. I also tried to put my phone number. I had received a code but Hotmail said they will respond it after a month which will be 6 october2013. The hacker has put his/her email id to receive the reset link  in the first place which I was able to see when I tried to retrieve my password during the procedure. My gmail has been hacked too and now both the accounts are linked and I can't access either. The hacker has used my personal information like pictures to create a fake facebook account and messaged various people and he/she did the same on gmail and hotmail by contacting existing contacts. Please please help me as the hacker is using my personal information. I am also reporting it to cyber crime in my city however I wish if I can retrieve it by support help.

Please Help as it is identity theft and the hacker is misusing my account . I can provide all the information which I had used to create this account *** Email address is removed for privacy *** couple of years back. I would like to secure my personal information which is saved in my account.

Im getting duplicate e-mails that i cannot delete nor open.  its started yesterday september 5th.  help

 It is Sept. 6, 2013, 12:33 EST, Is Outlook.com still down, if so when is it expected to be repaired?

I am looking to retreieve emails that have been deleted from my inbox and then deleted from my deleted file from a particular sender.  Is there a way to get them back?

PLEASE HELP I NEED OPEN MY MAILBOXES AND SEND MAILS
I DON´T KNOW HOW TO  FIX IT, PLEASE HELP
