How to stop outlook.com locked in a loop

New windows 8 desktop PC.

Been using Outlook.com for just a day on the new one. Before that been still using outlook express on my old win xp machine. Never a problem.

On the win 8 PC it is locked in some sort of loop. Looks like it is working on something. With a little blue circle spinning around. Been doing this for an hour and can't find a way to stop it.

Tried rebooting the PC, turning off Avast anti virus, nothing works. Started doing this when I just tried to delete a message. Now can't do anything.

But outlook will work ok if I sign in with my old win xp PC,

 

Any suggestions to stop it. Could I install Windows Live and get that to use instaed.

Im using the outlook.com mail services for my domain where all the accounts incoming and outgoing are forwarded to one dedicated mail id for controlling purpose by using local mail server services.
But every day in the mean time they started to show the message that maximum connection reached and stop downloading the mails (may be due to the restrictions of outlook.com)
How can I overcome to this problem. Please help me out

Whenever I try to search past mails using email ids I get a message after 5 -10 seconds of search, "There was a problem in the service" when I check status Outlook has normal service and no problem.
I am unable to access past mails with important telephone mails . Can anyone help?

Mail status: Enabled Inbox active: No

Need to know in details how to activate it, as I can send but not receive emails.
