How do I block incoming email from a specific email address. If I'm able to accomplish, does sender get notified when email is blocked or does incoming email just get blocked and that's it? My preference would be to have sender receive some type of notification, but if not possible I'd be fine with just blocking. Help?

I am posting this again in hopes that someone actually looks into this an escalates it.
I am wanting to setup my domain nightorbs.com as a custom domain for outlook.com but get the error message:
"This domain name can't be used because it contains a protected word or inappropriate language."
Our company sells glass landscape lights and there is nothing protected or inappropriate in the domain.
I have tried talking with Windows phone support and chat support. They all refuse to or say they can not help and point me back here.
When I have posted here the questions are immediately closed and nothing gets resolved. I see some questions get actual responses and help with escalation and resolution. PLEASE HELP. I would really like to use your service but so far I have been waiting months and spending hours trying to get through to support with no luck.

I have added some files from my Windows 8 laptop to my skydrive so I can easily access them from my Windows 7 desktop ... i log onto skydrive with the same account on both PCs but cannot see the additional files on my W7 desktop (I can see some older ones but not the recent ones) ... same thing when trying to access them via the skydrive app on my iPad ... ideas?
Note all the files in question, the old ones I can see and the new ones I cannot see on my secondary devices are in the same skydrive folder ...
