My Essentials Mail in Windows 8 does not automatically send mail to the junk folder from senders whom I have over and over sent to the junk mail folder. Any help will be appreciated. I get advertisements daily from about 20 sources and it is driving me

About 4 months ago I was locked out of my hotmail account which didn't bother me too much because I set a new account. However I now need it because it is my registered e-mail for my twitter account. I have lost my password for twitter and need to access
my old email account to get a new password. I know there's a form I need to fill out to retrieve my account, but every time I do it says not enough information. I was wondering is there anyway or getting a code sent to me to retrieve my old email

I am unable to download attachments, photos etc which I have send to my self as an example.
Why I check the help link which is attached to my mail, I get the following which is an except only from the full answer.

Prohibited file type is displayed in the message header, and the attachment can't be downloaded or opened.
.........o always allow all types of attachments, you can change this setting in Safety options. After changing this setting, you will be able to download and open all...........
MS give me the instructions to open and change the settings as follows:---

What I cant find is the 'Home tab' I live in Austria and have German installed on my PC which is no problem, What I want is the Name for Home tab in German. Or better still the equivalent German help file.- Open Windows Live Mail by clicking the Start button
. In the search box, type Mail, and then, in the list of results, click Windows Live Mail. On the Home tab, click Junk, and then click Safety options.
Click the Security tab, and then, under Virus protection, clear the check box next to Do not allow attachments to be saved or opened that could potentially be a virus, and then click OK.

My account has been hacked into. I was checking the security section and could see that there were attempts earlier to login with incorrect password - serbia - ukraine etc.. BUT NOW, someone seems to have got in - delhi?
I clicked on the ' this is not me/ i didn't access' link there.
Now the account is just looping the security code part. When I key in the code received from other email account,
it says something like - looks like someone else is using your account…
and it sends me to the code page again.
I key the new code again - it says - try again later.
Please help - i have important mails in that account.

I can't log into Family Safety account. My account is: *** Email address is removed for privacy ***.
I can log in on the website: familysafety.microsoft.com with this account, but when I try to log in from Windows Live Family Safety Filter program window on the computers I want to add, it says:
"Sorry the service isn't available right now. Please try again."
I have no problems logging in to my other family safety account, on the same computers. My other account is: *** Email address is removed for privacy ***. I have checked the family safety service status, and it's says the service is working. I'm experiencing this problem for the last 10 days and obviously the service is available.

Windows 8. I can receive emails on my live mail, but they are not opened and displayed on the preview page. I cannot open them fully to read them and to reply to senders? If I click on 'forward' the mail will open but I cannot send or work on it?
I can see them on webmail but usage limited!
