I get this message when i try to receive hotmail messages in Outlook OS-X 2011.

Outlook cannot find the server. Verify the server information is entered correctly in the Account Settings, and that your DNS settings in the Network pane of System Preferences are correct.

Could not retrieve mail.

Account name: "hotmail"

Error code: -3170

I recently changed my password, as I do every few months, but the new password works everywhere else (phone, ipad, webmail).

The server and password settings are correct. I've checked them so many times. 

I can send emails fine, which uses the same username and password as the incoming server.  

I can send AND receive fine on my ipad and iphone, which have the same server settings as Outlook on my laptop.

I can send and receive fine on the webmail-based Outlook/Hotmail.

All this makes me believe it must be Outlook OS-X 2011 which has a problem. 

Can someone please suggest a solution?
