Cannot set up POP in Outlook.com with Yahoo Mail

I am not able to complete the POP send/recieve setup of my Yahoo mail account in Outlook.com.  I am getting the following error message 

"Check your email address and password, but the problem may be that Yahoo! requires you to subscribe to Yahoo! Mail Plus. Learn more "

I do not have a Yahoo Plus account, but as of the last yahoo upgrade this is no longer required.  Free accounts have been enabled to use POP.  This is what I have done:

-- I have enabled POP in my Yahoo account.  I have already configured pop access in gmail and it is working fine, so the problem is not in Yahoo.
-- I have cleared my browser cache, and tried in both Chrome and IE8
-- I have entered all of the proper POP settings and ensured that my password is correct.
-- My Yahoo user name does not match my Outlook user name

Please let me know what I have to do to fix this.
