I am trying to verify my account as an adult account so that I can approve a Microsoft Account for my son.  Every time I input the credit card and submit my request I get the same error:

We're unable to complete your request
Windows Live ID is experiencing technical difficulties.  Please try again later.

How do I fix this so that I can get verified and setup my son's account?
