Zoom effects don’t work in Movie Maker Version 12

I'm running Movie Maker Version 12 (build 16.4.3505.0912) in Windows 8.1 on a new computer. 

I can add the zoom effects to a section of video, but they have no effect.

I've been using an earlier version of MM in Vista on my old machine for years, and the zoom effects worked perfectly. 

I'm very disappointed that I am unable to use them in Version 12.

Any suggestions?
